The noble gases are characterized by their full valence shells, and helium's valence shell is full. It has 2 valence electrons while the rest of the noble gases have 8, but it is still stable and unreactive.
Hydrogen is placed with the alkali metals even though it is a non-metal, and it is because hydrogen has one valence electron like the other elements in group 1. It also shares certain properties of the group 1 elements. (ex. good reducing agent)
