Louise tells the authorities this after they misinterpret the meaninf behind "Offer Weapon".
Colonel Weber approaches Louise about the job of translating the Heptapod language. Louise Initially denies Colonel’s request and just as Colonel is about to walk away, a close up shot of Louise’s face is shown as she tells him to refer to another linguist named Danvers for the Sanskrit word for ‘war’ and its translation. A close up shot was used in this conversation to place emphasis on Louise’s facial expression, as it is fully shown that she is confident that she is the only linguist able to interpret said example reliably.
Later, Weber arrives on her doorstep and tells her
Louise and Ian are in their normal attire, all the while the rest of the other scientists are in bright orange hazmat suits. The contrast of color between the bright orange and the black and gray spacecraft can indicate their feelings of danger and feeling of untrust towards the heptapods, and is in a way responding to this conflict with fear.
