What is CAAP?

Civil Aviation Authority of the Philippines

The governing body that is responsible for implementing policies for civil aviation to ensure a safe, economical, and efficient air travel

Who may inspect?

1. Director General
2. Any of his authorized representatives

3. RA 9497 Section 38

When should the FD door be closed and locked?

1. From the time all external doors are closed following embarkation
2. Any such door is opened for disembarkation except;

3. When necessary to permit access and egress by authorized persons

Who may enter the flight deck?

1. An operating crew member
2. An authorized representative responsible for certification, licensing or inspection

3. Permitted in accordance to the Operations Manual


4. CAAP check pilot

5. CAAP safety inspector

6. Certificate airman employee of PAL or another airline

7. Air traffic controler authorized by the Director General

8. Representative of manufacturer of the aircraft

When can CC enter the flight deck?

1. As requested by the FDC
2. When providing meals

3. To convey a message or get information

4. To check on FDC every 20 minutes

What are the prohibitions on use of psychoactive substances?

No person may act or attempt to act as a crew member of a civil aircraft:
1. Within 8 hours after the consumption of alcoholic beverages

2. While under the influence of alcohol

3. While under the influence of any drug that affects the person's faculties

What is sterile flight deck concept?

This profects the flight deck crew from distractions that can have a detrimental effect on their performance during the critical phases of the flight

1. No opening of flight deck door

2. No knocking, no visiting, no calling

3. Can be broken in the event of an emergency

What is aircraft surface movement?

A regulation that states that whenever an aircraft starts to move on its own power, cabin crew must remain on their duty stations with seatbelt and harness fastened except to perform duties related to safety such as demo and cabin safety checks

Passengers not allowed in an EXIT ROW

1. Lacks sufficient mobility/strength
2. Less than 15 years old

3. Lacks the ability to read and understand instructions

4. Lacks sufficient visual capacity

5. Lacks sufficient aural capacity to hear and understand instructions

6. Lacks the ability to impart information

7. Has a condition or a responsibility such as caring for a small child
